Prioritizing Safety

Safety remains Dakota Electric’s highest priority. In 2025, the cooperative strengthened its safety culture through expanded training, including first aid, fire extinguisher use and industry programs through the Minnesota Rural Electric Association. April Safety Week reinforced procedures for severe weather and personal threat response, while the Executive Safety Steering Team continued focusing on vehicle safety inspections and improving near-miss reporting.

During the year, Dakota Electric lineworkers received the “Lifeguard on Duty” award at the MREA Safety and Loss Control Conference for their heroic actions near Miesville, helping save a truck driver’s life following an electrical contact incident. Dakota Electric was also invited to join the NRECA “Excellent Coops” Safety Group, a national collaboration focused on advancing safety culture across electric cooperatives.

Strengthening Reliability

Dakota Electric continues investing in infrastructure to maintain a reliable electric system. In January 2026, the cooperative completed its 20-year cable replacement initiative, replacing all bare underground primary cable with durable jacketed cable to improve reliability and support future growth.

Substation improvements also continue, including progress on the Fischer Substation project to strengthen system resiliency and meet growing energy needs.

Financial Stewardship

Dakota Electric carefully manages financial resources to provide safe, reliable and affordable electricity. Rising industry costs led the cooperative to file a general rate case with the Minnesota Public Utilities Commission on December 30, 2024, the first since 2019.

In 2025, parties reached a settlement agreement approved by the Commission in December, with final rates expected to take effect in 2026 following the compliance process. Dakota Electric continues to maintain strong financial oversight, as confirmed by another clean financial audit.

Enhancing Member Experience

Providing excellent service remains a priority. In 2025, Dakota Electric handled 128,388 member calls and continued connecting with members through community events and outreach.

The cooperative also prepared for the launch of MyDEA, the new member portal that went live in February 2026, offering expanded self-service tools for managing accounts, viewing energy use and making payments.

Load management programs delivered significant value in 2025, helping members save an estimated $17.4 million by reducing peak demand and lowering power supply costs.

Investing in the Future

Construction continues on Dakota Electric’s new Energy Center, with structural steel now complete for the office, warehouse, fleet storage and maintenance areas. Work on the roofing structure, exterior shell and metal panels is underway.

Once finished, the Energy Center will provide expanded space for operations, equipment and employees to support Dakota Electric’s growing membership.

Ballots for Dakota Electric’s 2026 Board of Directors election were mailed to members on March 30 by Survey & Ballot Systems, an independent election service. Members may vote by mail or online using the instructions included with their ballot. Ballots must be received by noon on April 23. Members may also bring their completed ballot to Dakota Electric’s Annual Meeting on April 23 for in-person submission.

Dakota Electric’s Annual Meeting will take place on Thursday, April 23 at Dakota Electric’s headquarters, located at 4300 220th Street West in Farmington. Registration will open at 6 p.m. with the opportunity to chat with board candidates at 6:30 p.m.. The official business meeting will begin at 7 p.m. and the meeting will adjourn at 8:30 p.m.

Rate Case Update

On December 11, 2025, the Minnesota Public Utilities Commission approved Dakota Electric’s rate case settlement. The approved settlement reduces the overall rate increase from about 11% to 9.6%.

Some final steps are still in process, but Dakota Electric expects the new rates to take effect in early spring. Until then, an interim rate increase of 9.5% will remain in place. The final rate increase will replace, not add to, the interim rate.

Members can expect additional updates in the coming months on the new rates and when they will go into effect.

Cold Weather Rule Ends April 30

The State of Minnesota established the Cold Weather Rule to protect residential heat-affected consumers — who make and keep a payment plan — from disconnection of service between Oct. 1 and April 30.

Most Cold Weather Rule payment plans last until April 30 unless you make other arrangements with Dakota Electric. Your service could be shut off if you have a past due balance on April 30 and do not make and keep a new payment plan. Member service representatives are ready to work with you to avoid disconnection. Contact Dakota Electric at 651-463-6212 before April 30.

MyDEA is Live

Dakota Electric’s new online member portal, MyDEA, is now available. Members can use MyDEA to view and pay their bill, track energy use, manage notifications, and access their account anytime.

Dakota Electric understands the transition has caused some frustrations and appreciates members’ patience as the system rollout continues. Prefer to pay by mail or in person? No problem. Setting up a MyDEA account is optional.

As electricity demand grows across the region, Dakota Electric relies on long‑term power‑supply planning to maintain reliable, affordable service for members. As part of this work, Dakota Electric’s Board of Directors continually evaluates how power‑supply needs shift over time. Our priority is maintaining a balanced mix of resources that can adapt as technology, policy and member needs evolve, ensuring we remain prepared to meet both current and future energy needs.

This long‑term planning is separate from Dakota Electric’s day‑to‑day operations. It helps us understand how our existing energy mix supports reliability over time and allows the cooperative to prepare for changing electricity needs without disrupting service to our members.

As these plans take shape, many members have asked how large loads — such as data centers or major commercial projects — fit into the broader picture and what role they play in future power needs. These facilities often draw attention because of their size, but they are not the only factor driving regional power‑supply planning.

Large loads have long been part of Dakota Electric’s service territory. Although the large loads you may hear about today are bigger than they were in the past, our review process follows the same principles. For decades, these types of projects have been studied, planned for and integrated into the system using established engineering and reliability processes. Each new project is evaluated individually, incorporated into long‑term forecasts and required to meet specific infrastructure and cost obligations before connecting to the system.

These evaluations also help maintain service reliability. Projects move forward only when studies confirm that the system can safely support the additional load. If capacity is not sufficient, the project cannot proceed unless upgrades — funded by the owner — are in place. Dakota Electric does not approve projects that would compromise reliable service for current members.

Long‑range planning is about preparing the cooperative to meet the needs of all members now and into the future — not reacting to any single member type or development.

Annual Election Information

As a member of Dakota Electric, you have the opportunity to participate in our annual election and vote for the Directors who serve on the Board and govern your cooperative. Dakota Electric 2026 annual election ballots will be mailed on March 30 from Survey & Ballot Systems, an independent election service. Each ballot includes instructions on how to vote by mail or online, as well as all Director candidate biographies. Board Candidate Biographies

In accordance with Article III, Section 3, of the Bylaws of this Association, the Nominating Committee held interviews with all Board candidates on January 28, 2026, and selected the following nominees for inclusion on the 2026 ballot for directorship of Dakota Electric. Candidates are responsible for the written content in their biographies.

District 1

Three-Year Term

John (Jack) DeYoe, Lakeville, seeks re-election in District 1. Jack is a 49-year Dakota Electric member and served as chair for former subsidiary Midwest Energy Services, a former board director for Minnesota Rural Electric Association and voting delegate to the Minnesota and National Rural Electric Cooperative Association and achieved the highest NRECA Board Leadership Certification (Director Gold). He retired from Ziegler Power Systems as a business manager providing power generation solutions to businesses and utilities including “peak shaving/islanding” interruptible power systems. Past affiliations include Caterpillar Dealer Advisory Committee as chairman, American Facilities Engineers, Minnesota Health and Housing Association, Minnesota’s Chief Engineers Guild, and the Minnesota Telecom Association. Jack served in the U.S. Air Force from 1969 until his honorable discharge in 1973.

Laurie (Rieb) Bolin has been a Dakota Electric customer for 34 years. She has bachelor’s degrees in biology and science teaching. Laurie moved to Lakeville in 1987 and has been active in the community both as a volunteer and public servant, serving six years on the Lakeville Planning Commission and twelve years on the Lakeville City Council. She brings demonstrated expertise in strategic planning, policy development, budget preparation and oversight, and long-term vision setting. She began volunteering with 360 Communities 32 years ago and became Director of Development in 2007. Laurie is active in the Lakeville Rotary Club and Chambers of Commerce across Dakota County. She received the Dakota County Exceptional Businesswoman Award in 2015 and the Lakeville Chamber Business Woman of the Year in 2021.

Jeff Nelson

Jeff Nelson, Lakeville, is a 26-year member of Dakota Electric in District 1. He is a CPA with a master’s degree in taxation from DePaul University in Chicago, IL. Jeff retired as a Managing Director from the international accounting firm “PwC” after co-leading PwC’s USA Like Kind Exchange Technology Practice for 21 years. He has a keen interest in renewable energy, having designed and installed multiple “off the grid” solar and wind systems at his Minnesota cabin. Jeff is an active supporter of “Lakeville Friends of the Environment”, the Sierra Club, CURE, Fresh Energy, Minnesota Farmers Union, Citizens Climate Lobby and the Minnesota Renewable Energy Society (MRES). As a father & grandfather, Jeff is committed to leaving an energy secure future for our next generations.

 

District 2

Three-Year Term

Bill Middlecamp, Apple Valley, seeks re-election in District 2. Bill is a 33-year Dakota Electric member in Apple Valley. He has completed 16 courses on directorship and electrification, earned the Credentialed Cooperative Director, is serving in GRE Director and GRE Finance Committee vice chair roles, has served as DEA vice chair, Treasurer, CEO compensation committee chair, and other roles. Bill holds MS Computer Science, and BS Meteorology degrees. He performed engineering and leadership roles at Quantum Corp., Cray Research, Inc, AT&T Bell Labs, etc, holds three patents, and owned a consulting company. He supports Minnesota Farmers Union, CURE, and Fresh Energy. For more than a decade, Bill has led public conversations about trends and technologies for the future. Roberta Oveson, of Lakeville is a 30‑year Dakota Electric member seeking election in District 2. She brings extensive experience in technology, cybersecurity, and artificial intelligence, having worked as a solution engineer and sales executive helping organizations adopt innovative technologies and strengthen security against cyber attacks. She holds a degree in Business Administration, providing strong business and technical insight. Roberta is deeply committed to the wellbeing of Dakota County residents. She serves on the TruStone Financial Board of Directors, is the District Treasurer for Lions International, works as a Dakota County Election Judge, and volunteers with other civic initiatives. She is dedicated to using her technology and leadership experience to support reliable, forward‑looking energy services grounded in service, transparency, and community partnership.

District 3

Three-Year Term

Margaret D. Schreiner, Eagan, district 3 incumbent, retired policy/legislative analyst and 46-year DEA member, having served in leadership roles including board chair for 10-years and officer on subsidiary boards. Elected as Great River Energy director, leadership roles included board vice chair, and chair of Corporate Services, Transmission and Power Supply. A registered lobbyist she leads state and federal legislative efforts that seek improvements in transmission, power supply options and regulations. Appointed to the National Director Advisory Committee and twice appointed to interim legislative committees for policy development. She led three statewide best-practices taskforces on Governance, Elections and Territory Protection, was featured in RE Magazine as champion of online balloting and named 2015 Exceptional Businesswoman. Contributor to Minnesota Farmers Union, Fresh Energy, and CURE.

District 4

Three-Year Term

Paul Bakken, Eagan, has been a member of Dakota Electric for more than 32 years and is seeking re-election in district 4. He is the Executive Director of the Minnesota Board of Podiatric Medicine, and serves on the Eagan City Council. Bakken served in the Minnesota Army National Guard until 2005. He has degrees from the University of Minnesota Law School, Humphrey School of Public Affairs, and St. Olaf College. Bakken currently serves as Chair of the Board. He has contributed to improved management performance review processes, divestiture of subsidiary businesses, transitioning to a paperless work environment, improved energy reliability and affordability, and increased use of renewable energy resources. Bakken is a contributing member of the Minnesota Farmers Union, CURE, Fresh Energy, and Conservation Minnesota.

Storage
Offers members the lowest cost available to charge their EV. Charging occurs during the off-peak hours of 11 p.m. to 7 a.m.

Time-of-Use — NEW HOURS
Members can charge their EV at any time of day. With this program, lower rates apply during off-peak hours of 10 p.m. to 7 a.m., Monday through Friday. Please note the addition of a new morning peak from 7 to 9 a.m. Weekends and holidays continue to be fully off-peak.

Virtual Metered EV Charging Program
Charging your EV at home has just become easier! Dakota Electric now provides a virtual metered EV charging program for members who wish to participate without the need to install an additional meter.

Rate Case Update

On January 16, 2026, the Minnesota Public Utilities Commission (PUC) issued its formal order approving the settlement agreement reached in June 2025 regarding Dakota Electric’s rate case.

On February 13, 2026, Dakota Electric filed its compliance documentation with the PUC, confirming that final rates align with the approved order.

New rates are expected to take effect in spring 2026. Members will be notified as soon as the official start date is confirmed.

Crops Day

The 18th annual Crops Day, hosted by experts from the University of Minnesota and the Dakota County Soil & Water Conservation District, will be held on Wednesday, March 18, 2026, at Dakota Electric’s office in Farmington. The event presents local research results and crop management strategies for producers and agricultural professionals, with free admission and lunch included.
